The vote on the repeal bill was 24 7 to 161, a majority of 8 0 votes, in support of the personal plea of Woodrow Wilson, President of the I'nited States. This verdict on the issue which has absorbed Congress for many weeks, came at the doae of a stir ring day, made memorable in the annals of the House by a party dl vision, which found Speaker Clark, Majority Leader Underwood and oth- r Democratic chieftains lined up in open opposition to the President of an iLSue which the latter had declar ed vital to his conduct or the na tion's foreign policy. Tuesday's result was the first struggle within the party since De mocracy took control of the govern ment a year ago. Wednesday the bill went to the Senate, where the light will be renewed with all the vigor and determination that at tended it in the lower House. On the final vote 220 Democrats in the House stood by the President, giving him in "ungrudging meas ure" what he had asked for the hon or of the nation's in its foreign re lations. Twenty-five Republicans and two Progressives also voted to sustain the President. Fifty-two Democrats followed Speaker ClarR and Leader Underwood to defeat. Nothing, it seems, could stem the tide of administration success. Sneaker Clark, for nearly 22 years a member of the House, made the speech of his life to forestall what he termed "unciuestionable degrada tion" of the nation. In this he fail '.1, but he did smooth over the party breach with kindly words for his ad versaries, praise for President Wil son, and an unqualified denial of any vaulting ambition on his own behalf. President Wilson was at dinner when the result of the vote was an nounced. He was gratified, but made no comment.
